Favorite program for TIFF files?

Hi all,

 

What is your favorite program fro working with
TIFF files?

 

What I have is multiple scanned images in
TIFF format of portions of oversize newspaper pages.  I would like to stitch
them together into one image per page for overall presentation.  I would also
probably want to then slice them up into smaller segments following the logical
column reading order.  The end result will be saved as TIFFs and PDFs for web
use.

 

Any suggestions for good software to use
for this type of image manipulation?
